Ukraine Enhances Waterways Navigation Safety

Providing of an appropriate level of safety at maritime and river transport of Ukraine and the reduction of the level of accidents in water transport to a minimum – one of the priority tasks of the State Fleet Inspection of Ukraine this year. Providing of an appropriate level of safety at maritime and river transport of Ukraine and the reduction of the level of accidents in water transport to a minimum – one of the priority tasks of the State Fleet Inspection of Ukraine this year. This was stated by Chairman Gregory Sobolewski Ukrmorrechinspektsii present at the first meeting of the Board Ukrmorrechinspektsii, outlining the strategic direction of the department for a year.

“ One of the major challenges facing State Fleet Inspection of Ukraine this year – is to develop and implement jointly with the Ministry of Ukraine of the complex infrastructure of effective and sustained measures to address the problem of security in the maritime and river transport of Ukraine, the timely detection and elimination of all factors affecting the safety of navigation “, – said Gregory Sobolewski.

To ensure safety during the mooring of vessels, loading and unloading operations in sea and river ports of Ukraine by State Fleet Inspection of Ukraine supervision and control over the content in a proper state berths, mooring lines and fenders will be strengthened.

In addition, a number of checks will be conducted to identify illegal parking bases small vessels. Continuous monitoring and supervision of compliance with low-dimensional database sites (small) ship safety of navigation, in particular, the availability of specially-equipped berths for the landing and the passengers, availability and serviceability of navigational and meteorological equipment, availability and location in a working state of rescue vessels, which must be in constant readiness.

In addition, as noted by the Chairman State Fleet of the Inspection of Ukraine an important aspect of ensuring the safety of navigation is to establish close and effective cooperation with all law enforcement agencies and local authorities, as well as directly with the companies of Maritime and River Transport of Ukraine. “ In the future, we see our work in close and effective cooperation with all enterprises that are in the direction of its activities related to ensuring safe navigation at sea and inland waterways of Ukraine “, – said Gregory Sobolewski.

In I quarter of 2012 to provide an appropriate level of safety on the water transport in Ukraine State Fleet Inspection of Ukraine planned 12 tests run shipping companies, enterprises, Maritime and River Transport of Ukraine safety of navigation.

Relevant documents on all waterworks, which are operated by both public and private economic entities and are under the supervision of the Shipping Register of Ukraine will be also inspected. In particular, the technical condition of passports and certificates for operation of hydraulic structures. These controls will be implemented in conjunction with specialists of State Fleet Inspection of Ukraine, Shipping Register of Ukraine.

In addition, to ensure proper operation of sea ports in ice conditions under constant review the implementation of the requirements is under control by State Fleet Inspection of Ukraine of the ports of Berdyansk, Illichivsk, Kerch, Mariupol, Nikolaev, Odessa port and the “South” of the work plans developed by State Fleet Inspection of Ukraine on the results of the 2011 audits port readiness to work in the winter.
