EPA Reaffirms Scope of Hudson River Dredging Project (USA)

EPA has completed a five-year review of the Hudson River dredging remedy.

This was the second major review of this project in two years — and the second time EPA has reaffirmed the scope of the project. EPA’s review concludes that the dredging project “ will be protective of human health and the environment upon completion ” and that “ additional dredging is not necessary to achieve the ROD objectives .” Further, EPA concludes “ the ecological goals of the ROD will be achieved with time following implementation of the remedy. ” And, despite claims to the contrary, EPA determined that “ no other information has come to light that could call into question the protectiveness ” of the remedy.

“This first five-year review for the Hudson River PCBs Superfund Site (the Site), located in eastern New York State from the Village of Hudson Falls to the Battery in New York City, was conducted by Remedial Project Managers (RPM) Gary Klawinski and Jennifer LaPoma, and other EPA staff within EPA Region 2’s Emergency and Remedial Response Division and EPA Headquarters’ Office of Superfund Remediation and Technology Innovation (HQ-OSRTI).

The review was conducted pursuant to Section 121(c) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended, 42 U.S.C. §§ 9601-9675 and 40 CFR 300.430(f)(4)(ii) and done in accordance with the Comprehensive Five-Year Review Guidance, OSWER Directive 9355.7-03B-P (June 2001). The purpose of five-year reviews is to ensure that implemented remedies protect public health and the environment and that they function as intended by the Site decision documents. This report will become part of the Site file.”, says Epa
