The U.S. Army Corps of Engineers, St. Paul District, intends to issue an Invitation for Bid (IFB) for restoration and stabilization of a side channel/island complex located on the Wisconsin side of the Mississippi River navigation channel in Pool 9, 5 miles downstream of Lansing, IA. The project site is located in the Upper Mississippi River National Wildlife and Fish Refuge.
Project will involve restoration and stabilization of a side channel/island complex (located on the Wisconsin side of the Mississippi River navigation channel in Pool 9, 5 miles downstream of Lansing, IA). The project site is located in the Upper Mississippi River National Wildlife and Fish Refuge. Work includes construction of new islands with a base of granular fill; top-soiled with fine-grained dredge material; planted with willows and grasses; and the shorelines stabilized with rock groins and mounds.
Fine and granular fill will be dredged in the immediate area to enhance fish habitat. Emergent wetland will be created with some of fine-grained dredged material. No land based access to construct project features is available and shallow water draft (6 feet or less) marine plant will be required.
This procurement is 100% set-aside for small business concerns. The estimated price is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. All responsible sources may submit a bid which shall be considered by the agency. The estimated date for completing contract performance, with exception to the seed and willow establishment periods, is June 2014.
