An Indefinite Delivery/Indefinite Quantity (ID/IQ) Remedial Action Contract was awarded recently by the U.S. Army Corps of Engineers, New England District, for cleanup work at the New Bedford Harbor Superfund site in New Bedford, Mass.
Work will be accomplished by Jacobs Field Services North America, Inc., of Oak Ridge, Tenn. The contract was awarded on Nov. 17, 2014.
The work consists of providing support to the U.S. Environmental Protection Agency (EPA) to clean-up PCB contaminated soil and sediments from the New Bedford Harbor in New Bedford, Mass. The harbor was contaminated from the 1940s through the 1970s by two electrical capacitor manufacturing plants that discharged PCB waste.
The total acquisition value of the contract will not exceed $350 million and will have a 10-year ordering period, with a 3-year base period, two 2-year option periods, and three 1-year option periods. The work will be performed solely at the New Bedford Harbor site.
The contract will include cost reimbursable task orders. Specific outcomes will be defined in each negotiated task order. Task orders will be awarded up to the maximum capacity of $350 million. There is no limit to the number of task orders that may be executed.
The primary work involves excavation, dredging, de-sanding dewatering, and disposal of sediments contaminated with PCBs. Other requirements include the operation of a water treatment facility, technical support including evaluations, cost analysis, studies, investigations, and other remedial actions as necessary.
Work requirements will be managed by the Corps of Engineers under the supervision of a Corps’ Quality Assurance Representative to assure compliance with contract requirements.
