All of the bidders for for the consultancy contract to study the impact of reclamation projects on Manila Bay and the communities around were non-complying based on the submitted documents, according to the Philippine Reclamation Authority (PRA).
“Those who submitted eligibility documents on February 2 are Certeza Infosys Corporation, Pertconsult International, DHI Group Inc., Royal Haskoning and Ove Arup & Partners, ” said Floro C. Urcia, PRA Officer-in-Charge Assistant General Manager for Land Development, Construction Management and Technical Services.
One of the bidders, Certeza Infosys Corporation, filed a motion for reconsideration on Friday, the BusinessWorld Online reports.
That will be discussed by the BAC (Bids and Awards Committee) in the following days, said Mr. Urcia, who also acts as the BAC’s chairman.
According to the January 12 request for expression of interest, the PRA BAC must draw up a short list of five eligible consultants based on the following criteria: experience of the consulting firm, qualifications of principal and key staff, and current workload relative to capacity.
The project’s main purpose is to protect the Manila Bay coastline against flooding from the sea, by means of a city flood barrier and coastal sea barrier, and provide an attractive urban waterfront development with space for new commercial activities.
Initial estimates show that the cost of constructing the coastal barrier and the flood control system would be over $6.5 billion.
